A Marriage Certificate is a government issued official statement that two people are married. The General Register Office (GRO) holds comprehensive records of all marriages recorded in England and Wales from 1837 onwards as well as records for some British Nationals married overseas. Likewise National Records of Scotland (NRS) hold the records of all marriages in Scotland, and General Register Office for Northern Ireland (GRONI) for Northern Ireland.
There are many reasons why a Marriage Certificate needs to be legalised particularly for use abroad. Many authorities abroad request a marriage certificate be provided with the Apostille as proof of marriage. The Apostille will bear the certificate of authenticity so that it can be recognised as an official document. Each Apostille is dated, given a unique reference number and registered.
To legalise your Marriage Certificate it must be processed in their country of issue. Therefore, if you were married outside of the UK, even if you are British citizens, your document must be returned to its country or origin in order to be attested.

Since registration of marriages with the British authorities is not compulsory when overseas, a duplicate certificate can only be issued if the marriage certificate has been deposited with either the Embassy or Consulate within the country of marriage, or at the Foreign, Commonwealth & Development Office in the UK.
