Since Iraq is not a member of the Hague Convention of 1961 then the documents will need an Embassy attestation after getting an Apostille at the UK Foreign, Commonwealth and Development Office (FCDO).

Power Of Attorney
For legalisation of Private Power of Attorney that has been issued by a UK solicitor, you as the client must visit the Iraqi Embassy personally. This is to verify your identity against what has been stipulated within the Power of Attorney.
Educational Documents
Educational Certificates for legalisation must be certified by an Apostille and Iraqi Cultural Attaché in London.
Commercial and Business Documents
All Commercial Documents must be certified by an Apostille and certified by the Arab-British Chamber of Commerce or the Arab-Irish Chamber of Commerce.
Certificates of Origin and Invoices both must be legalized by the Iraqi Commercial Attaché in London. Not to worry, we will also take care of this for you as part of our Embassy Attestation service.
As per Circular 766 (Arab-British Chamber of Commerce), documents containing handwritten amendments / insertions will not be accepted for legalisation.
